Tolarian Terror rewards the instant and sorcery-heavy strategies that naturally fill your graveyard, often arriving as early as turn three or four while coming with built-in evasion via ward. The cost reduction is meaningful in formats like Pioneer and Modern where spell-heavy shells are established, though it requires setup and can be clunky in slower matchups. A solid inclusion in the right shell, but not a format staple.
