The Shire ramps efficiently once you've established a legendary threat, but enters tapped as a dead draw in the early game and competes with stronger green ramp options like Llanowar Elves and Cultivate. The Food generation is a minor upside in decks already built around legendary creatures, making this a reasonable utility land for Commander decks with heavy legendary themes rather than a format staple.
