It shines in Commander decks built around creature tutors, token generators, and creature-based ramp, where the uniqueness clause is rarely a constraint. In Pioneer and Modern, it's a solid role-player in creature decks that can consistently trigger it, though it requires a critical mass of creatures to justify the four-mana investment. The effect is powerful but not format-warping—expect it to generate 2–3 cards per game in well-built shells.
