Niche tempo piece for blue control and tempo decks. Bitter Chill locks down a creature permanently while offering a modest card-draw payoff when it leaves the battlefield, but the effect is easily outclassed by instant-speed removal or creatures with evasion, and the scry-and-draw rider doesn't compensate for the tempo loss of a two-mana aura. Better as a sideboard option than a maindeck staple.
